The purpose of carrying out inspections and regular monitoring is to ensure the systems are in good working
order and, as such, “Fit for Purpose”. This is something that should not need to be legislated for but it is an
unfortunate fact of life that when something is out of sight, it is also out of mind.
The UK’s Health and Safety Executive have had legislation in place for some time to cover this very thing. The
Workplace (Health, Safety and Welfare) Regulations were first published in 1992 and these cover many aspects
relevant to air handling equipment.
Within these regulations it states the following:
“The workplace and the equipment, devices and systems to which the regulation applies shall be maintained
(including cleaning as appropriate) in an efficient state, in efficient working order and in good repair.”
“Effective and suitable provision shall be made to ensure that every enclosed workplace is ventilated by a
sufficient quantity of fresh or purified air.”
“Mechanical ventilation systems (including air conditioning systems) should be regularly and properly cleaned
tested and maintained to ensure that they are kept clean and free from anything that may contaminate the air.”
